Municipal Administration
City of Guelph
The City of Guelph is governed by a City Council consisting of a Mayor and 12 Councillors. They are elected for three-year terms by the Ward System.

The Ward System was adopted by Guelph in November 1991 to divide the city into six wards with similarly sized populations.

Guelph functions under the Council-Administrator system of local government. This form was adopted in view of the rapid growth which is taking place within the City. Under this system the administrative functions of the City are separated, as far as possible, from the Legislative and policy-making function of the City Council, leaving the Members more time for formulate City policy. 

In this way, Guelph enjoys an efficient and smooth-working administration, where continuing legislation maintains a stable government.


 

County of Wellington
The executive function of the Corporation of the County of Wellington is exercised by its sixteen member Council. Wellington County Council has a Warden as its Head, and was re-organized by Ministerial Order in 1997. Wellington County Council is unique in its composition, as it includes the Mayors of its seven municipalities, as well as nine directly elected County Ward Councillors. Each member of County Council has one vote.
